I wonder where the hell is Mr(s) Parking Attendant, and where's the fine or wheel clamp?
( IMMO if this police driver is attending to an emergency cases.. He shouldn't have the time to look for an empty lot and followed by doing reverse parking... But hey I might be wrong...)
